Trial strikes for Monegasque coinage required explicit approval from the French Mint in Paris, which retained supervisory authority over Monaco's coin production under the terms of the 1865 Franco-Monegasque monetary convention and its successors. The 1971 essais were produced in controlled quantities — typically around 500 pieces — distributed almost exclusively through official channels, meaning genuine circulation examples do not exist.
