This is an essai — a pattern strike, never approved for circulation — produced during the Vichy regime's chaotic early attempts to redesign French coinage following the armistice of June 1940. Bazor had been the principal medallist at the Paris Mint since 1931, and his multiple Pétain portrait types reflect the Vichy administration's indecision over how to present the new head of state on coin. The "small 5" distinction separates this from companion trials by a single typographic choice that apparently failed to satisfy.
