The Democratic Republic of the Congo's novelty coinage program of the late 1990s and early 2000s emerged almost entirely for the collector market, produced while the country was mid-way through the Second Congo War — a conflict that would eventually involve nine nations and kill an estimated five million people. Circulating coinage was the least of anyone's concerns.
KM#39 was never meaningfully distributed domestically.
