This piece belongs to a peculiar corner of late-1990s numismatics: the Democratic Republic of Congo's practice of licensing its coinage authority to foreign promoters, who then issued coins bearing the Congo's name with no meaningful connection to Congolese monetary policy. The result was a flood of commemorative issues — many struck at European mints — depicting foreign royalty, wildlife, and landmarks for sale directly to collectors. Actual circulation was never the point.
