Obverse description A facing lion's head in high relief is depicted at centre within a recessed inner circle, its mane rendered in fine detail with mouth slightly open. A middle ring bears the circular legend REPUBLIQUE DEMOCRATIQUE DU CONGO around the lion's portrait. The broad outer border carries the issuing authority BANQUE CENTRALE in the upper arc and the denomination 5 FRANCS in the lower arc, with the date split 19 / 99 at either side and five-pointed stars as separators.

This piece belongs to a peculiar corner of late-1990s numismatics: the Democratic Republic of Congo's practice of licensing its coinage authority to foreign promoters, who then issued coins bearing the Congo's name with no meaningful connection to Congolese monetary policy. The result was a flood of commemorative issues — many struck at European mints — depicting foreign royalty, wildlife, and landmarks for sale directly to collectors. Actual circulation was never the point.

Hans-Adam II had only recently reasserted direct rule over Liechtenstein in 1989 after decades of delegated governance.
