The Democratic Republic of the Congo — or at least entities operating under its name — produced a flood of novelty commemoratives around the turn of the millennium, most with no meaningful connection to the issuing country. This piece, nominally issued by the Banque Centrale du Congo, belongs to that wave. Diana's 1992 visit to India, widely photographed and heavily covered in the British press, became stock subject matter for this type of issue years after her 1997 death.
KM#63 has no recorded circulation purpose and was produced for the collector and souvenir market. The Banque Centrale du Congo had no substantive role in commissioning it.
