This is one of several Congolese issues from the late 1990s struck under licensing arrangements that placed foreign heads of state on coins of the Democratic Republic of Congo — a country that had just emerged from the Mobutu era and was in the early, turbulent months of Laurent-Désiré Kabila's government. The practical minting infrastructure to produce such pieces domestically did not exist; these were almost certainly struck by a European contractor.

Denmark's royal couple had no political or historical connection to the Congo.
