Olier was a commercial rubber manufacturing firm in Clermont-Ferrand — not a bank, not a municipality. Like hundreds of French industrial and commercial enterprises during the Occupation, it issued its own scrip when the Banque de France could no longer guarantee adequate small-denomination coinage and notes for wage payments. These bons de nécessité circulated primarily among the firm's own workforce and, to a limited degree, in local shops willing to accept them.
The red paper stock is characteristic of the Olier issues and helps distinguish them from the several other Clermont-Ferrand emergency pieces produced during the same period. Acceptance beyond the factory gates was never guaranteed.
