This issue belongs to a commemorative series released by the Banque Centrale du Congo honoring the Belgian queens associated with the colonial period — a politically loaded subject given that 1999 fell during the final years of Laurent-Désiré Kabila's government, when relations between the DRC and Belgium remained complicated by unresolved colonial memory. The Congo had not been a Belgian territory since independence in 1960, making the issuing authority's choice of subject matter unusual at minimum.
Coins of this type were produced primarily for the collector market and saw no meaningful circulation within the DRC.
