This piece was issued by the Banque Centrale du Congo — not the Belgian state — as part of a commemorative program capitalizing on collector demand rather than any domestic monetary need. The Democratic Republic of Congo had no practical use for a 5-franc denomination denominated in Belgian francs, a currency that itself ceased to exist when Belgium adopted the euro in 2002. It is, in every functional sense, a souvenir struck for the foreign coin market.
