Rwanda's coinage program in this period was administered under tight constraints from the Banque Nationale, established only in 1964 following independence from Belgian trusteeship. These pieces were struck at the Royal Mint in London and later the Royal Belgian Mint — Rwanda lacking domestic minting infrastructure entirely throughout this series' run.
