The Banque de la Réunion was established in 1849 as one of the colonial banks created under the same legislation that founded similar institutions in Martinique, Guadeloupe, and French Guiana. These banks operated under tight metropolitan oversight and issued notes redeemable in francs at par with the metropole — a requirement that complicated reserve management given the distance from Paris and the island's reliance on sugar revenues subject to volatile price swings.

By the 1870s, Pick 13 represented an early issue for this bank, and surviving examples are genuinely uncommon. The cotton substrate was standard colonial practice but offered poor resistance to the island's humid climate, accounting for the attrition rate among early Réunion notes generally.
