Issued as part of the United Nations Food and Agriculture Organization coin program, which ran through the 1970s and induced dozens of countries to mint commemorative circulation pieces tied to agricultural development campaigns. Yemen's participation reflected the broader effort by the FAO to use coinage itself as a medium for messaging in rural, low-literacy populations — the logic being that a coin handled daily could carry a development slogan further than any pamphlet.
The Yemen Arab Republic struck this piece in the year before unification pressures with the southern PDRY began escalating seriously. FAO issues from small states in this period are frequently underrepresented in high-grade collections due to modest original mintages and immediate heavy circulation.
