Anhwei Province operated its own mint at Anqing beginning in the 1890s, one of several provincial mints established as the Qing central government lost its grip on monetary production. The Y#41 five-fen piece is among the smaller denominations from this facility, and provincial silver of this size circulated hard in local markets — survival in any meaningful grade is genuinely uncommon.
