Issued to mark the 150th anniversary of the Dutch Red Cross, founded in 1867 — one year after Henry Dunant's original Geneva Committee had begun expanding nationally across Europe. The Netherlands was among the earliest countries to establish a formal national society under the new international framework.
As a silver-plated copper circulation commemorative, these were sold directly to the public at face value through the Dutch postal network and selected retailers, meaning most examples were immediately set aside uncirculated.
