Issued as part of Latvia's "White Book" series commemorating the occupation and annexation of the Baltic states, this coin appeared just three years after Latvia joined the eurozone — and notably before it had fully shed the political sensitivities surrounding Soviet-era documentation. The series draws directly from Latvia's official 1990 white paper presented to international organizations detailing the illegality of the 1940 Soviet occupation under international law.
The .925 silver specification places it outside standard circulation issues, struck exclusively for the collector market by the Latvian State Mint.
