Produced ahead of the euro's January 1999 launch as a non-negotiable promotional piece, this specimen was distributed to help familiarize the public with a currency that would not exist in physical form for another three years. The 1998 date places it in the pre-changeover campaign period coordinated across eleven member states simultaneously — an unprecedented public education exercise in monetary history.

Composition is paper rather than the cotton-fiber substrate of genuine euro banknotes, a deliberate distinction to prevent any confusion with legal tender.
