Monaco's 2008 silver issues were produced under a licensing arrangement with the French Mint at Pessac, as the principality has no mint of its own. The phrase "Deo Juvante" — "With God's Help" — has served as Monaco's state motto since at least the reign of Honoré II in the seventeenth century, when the Grimaldi family consolidated formal sovereignty over the territory.
Albert II acceded in July 2005 following the death of Rainier III, who had ruled for 56 years. Collector demand for Monégasque silver consistently outpaces mintage, as the principality's issues are strictly limited by agreement with France under the eurozone monetary arrangement.
