This note belongs to the wave of privately issued French regional currency that emerged in the mid-1990s specifically to mark the transition to the euro — souvenir pieces denominated in both francs and euros before the single currency had legal tender status anywhere. APAB issued it to promote Blaye, the fortified Gironde town whose citadel was designed by Vauban. The engraver Bernard Veyri is well known in French philatelic and fiduciary circles for his work on official postage stamps, which accounts for the unusually refined intaglio quality for a piece with no monetary obligation behind it.
Printed at Périgueux by the same facility that produces French postage stamps, which gave these association-issued pieces a credibility — and a security specification — well beyond their ceremonial purpose.
