Croatia's euro-candidate coinage was produced speculatively ahead of the country's anticipated eurozone entry, which at the time of this issue was optimistically projected for the early 2010s. Accession was repeatedly delayed — Croatia ultimately joined the EU in 2013 but didn't adopt the euro until January 2023, nearly two decades after these pattern pieces were first struck.
The Mandić reference places this among the later die variants of the HR-EP4 type.
