Andorra did not adopt the euro as legal tender until 2014, following a formal monetary agreement with the European Union signed in June 2011. These 2003 pieces were struck speculatively ahead of that agreement — pattern trials produced before Andorra had any legal framework to issue euro-denominated coinage, and with no guarantee one would ever exist.
