Montenegro used euroized its economy unilaterally in 2002, adopting the euro without any agreement with the European Central Bank or EU membership. That status meant it could circulate genuine euro coins from other member states but could not legally issue its own. These 2005 pieces were struck as collector or pattern issues — they have no legal tender status anywhere and were never authorized for circulation.
