The Conference on Security and Co-operation in Europe was founded by the Helsinki Final Act of August 1975, a landmark agreement signed by 35 nations that addressed human rights, territorial borders, and Cold War détente simultaneously. Finland's role as host gave Helsinki a permanent association with the process, making this commemorative issue a matter of national pride rather than mere diplomatic courtesy.
The ECU denomination is unusual for a Finnish issue — Finland never adopted the ECU as legal tender, and this piece exists in a gray zone between commemorative medal and coin. The X# reference number reflects exactly that ambiguity.
