Bastia's Chamber of Commerce issued this piece as part of the broader French regional ECU phenomenon of the early 1990s, in which dozens of municipalities and commercial bodies produced ECU-denominated tokens ahead of anticipated monetary union. These were never legal tender — their circulation was largely promotional and collector-driven, tied to local merchants who agreed to accept them. The Bastia issue reflects Corsica's particular interest in asserting a distinct civic identity within the French state during that period.
