The 1992 ECU issues from Luxembourg belong to a wave of commemorative pieces produced across member states ahead of the Maastricht Treaty's ratification, which formally established the European Union and set the monetary union framework in motion. Luxembourg was among the treaty's most enthusiastic signatories — hardly surprising given that the Grand Duchy had shared a monetary union with Belgium since 1921.
Charles IV, Holy Roman Emperor and Count of Luxembourg, convened the Golden Bull of 1356 in part to codify electoral procedure for the Empire — an early, if imperfect, attempt at pan-European institutional governance that lends the pairing on this coin a certain historical coherence.
