Liberia has used coin programs almost exclusively as a revenue vehicle since the 1970s, licensing its name to foreign mints — primarily in Germany and China — to produce collector pieces with no domestic circulation whatsoever. This Tiger issue is part of that model, struck for the international bullion and novelty market timed to the 2010 Chinese lunar calendar.
