Liberia's 1990s commemorative program was essentially a commercial licensing operation — the government authorized a flood of thematic collector coins with little connection to Liberian monetary history or domestic circulation. This snake issue is one of dozens produced for the Asian export and collector market during that period, manufactured almost certainly by a private mint acting under contract rather than the Central Bank of Liberia's own facilities.
The Chinese zodiac series from this era sold primarily through mail-order dealers in the United States and Southeast Asia.
