Liberia's late-1990s commemorative program was essentially a commercial operation — the Central Bank licensed designs to foreign minting firms targeting collector markets with no meaningful domestic circulation intended. The Year of the Rooster dollar was part of a flood of Chinese lunar-themed issues produced for the international numismatic trade, with Liberia's name lending nominal sovereign authority to what were effectively privately marketed collectibles.
