Liberia's late-1990s and early-2000s commemorative output was largely contracted through foreign minting houses — primarily in South Korea and China — and sold directly into the collector market rather than through any genuine domestic circulation. The Year of the Rat issue is squarely part of that program, which exploited Liberia's liberal licensing arrangements to produce themed coins with essentially no connection to Liberian monetary history.
