Liberia's late-1990s commemorative program was a prolific commercial operation rather than a monetary one — these pieces were struck for the collector export market and saw no meaningful circulation within Liberia itself. The series was produced under contract by foreign mints during a period when the country was still recovering from the First Liberian Civil War, which had effectively collapsed the domestic economy between 1989 and 1996.
