Liberia's 1990s commemorative program was prolific to the point of absurdity — the country contracted numerous foreign mints to produce collector-targeted issues with almost no connection to Liberian monetary life. This piece was struck during a period when Liberia was effectively partitioned by civil war, with Charles Taylor's NPFL controlling most of the interior and the internationally recognized government holding little more than Monrovia.
The coin almost certainly never circulated in Liberia.
