Liberia's late-1990s and early-2000s commemorative program was prolific to the point of absurdity — hundreds of types, most struck by foreign mints on contract, targeting collectors rather than circulation. This Chinese zodiac issue was almost certainly never intended to pass through Liberian commerce; the country was in the grip of post-civil war economic collapse in 2000, and struck copper-nickel commemoratives had no meaningful role in daily transactions there.
