Palau gained independence from the United States in 1994, which makes this 1992 issue an oddity — struck two years before the republic formally existed as a sovereign state, during the transitional period under the Compact of Free Association. The coins were produced under the authority of the incoming government ahead of official independence, partly as an early revenue mechanism, a practice that would define Palauan numismatic output for decades.
