This coin belongs to a wave of Pacific island commemorative silver issues produced throughout the 1990s, when mints — primarily the Pobjoy Mint in Surrey — contracted with small sovereign nations like Kiribati to produce collector pieces with no meaningful domestic circulation. Kiribati's own currency infrastructure was thin; these were revenue instruments aimed squarely at the international numismatic market.

Windsor Castle had been partially gutted by fire in November 1992, and restoration work was still ongoing in 1997 at an eventual cost exceeding £37 million — controversially funded in part by opening Buckingham Palace to paying visitors.
