The "small-size" United States Note format was introduced in 1928 as part of a government-wide standardization effort that reduced production costs and simplified handling across all denominations. The red seal distinguishes this as a United States Note — a direct obligation of the Treasury — rather than a Federal Reserve Note, a legal distinction that carried real consequences: United States Notes were not backed by gold reserves and existed outside the Federal Reserve system entirely.
