The "small-size" United States Note format was introduced in 1928 as part of a government-wide standardization effort that reduced production costs and simplified handling across all denominations. The red seal distinguishes this as a United States Note — a direct obligation of the Treasury — rather than a Federal Reserve Note, a legal distinction that carried real consequences: United States Notes were not backed by gold reserves and existed outside the Federal Reserve system entirely.
Six signature combinations across the 1928 series span nearly two decades of issue, from Hoover's Treasury through the Roosevelt and Truman administrations. The Julian–Morgenthau pairing alone covers two distinct subseries (B and C), reflecting the length of Henry Morgenthau Jr.'s tenure as Secretary from 1934 to 1945.
