Palau has issued an extensive run of gemstone-inset commemoratives since the early 2000s, largely produced by the Austrian Mint on contract. This topaz issue is part of that broader program — collector-oriented from inception, never intended for circulation in a country whose de facto currency is the US dollar and whose domestic coin use is effectively nil.
Topaz insets in coins of this type are typically heat-treated stones of Brazilian or Pakistani origin set into the planchet before striking.
