Kiribati's "Tempora Mutantur" series was issued partly as a revenue mechanism — the island nation, with virtually no domestic numismatic tradition, leaned heavily on foreign coin producers and international collector markets throughout the 1990s. KM#24a is the copper-nickel circulation-strike companion to a silver proof issue, a pairing common in Pacific island coinage programs of this period where the base-metal version technically qualifies as legal tender but was never intended to circulate.
The Latin phrase translates roughly as "times are changing" — drawn from the fuller Renaissance aphorism attributed to various sources, none definitively.
