Liberia's commemorative dollar series of the 2000s was produced almost entirely for the collector export market, with no meaningful domestic circulation. These pieces were struck by private minting contractors — primarily in China and Eastern Europe — under licensing arrangements with the Liberian government, which collected a fee while retaining little involvement in design or production decisions.

The applied color process used on this issue is a pad-printing technique prone to flaking on copper-nickel flans, making fully intact examples harder to find than the mintage figures would suggest.
