Palau's marine-themed collector series, launched in 1992, was among the first Pacific island programs to systematically exploit the novelty coin market opened up by the Coinage Act arrangements Palau negotiated following independence in 1994. The starfish issue sits in the middle of that run, by which point the series had found a reliable European collector base — particularly in Germany and Austria — where the distribution was primarily handled through coin dealers rather than any domestic circulation network.
