Liberia's early-2000s commemorative output was prodigious and commercially driven — the country was in the middle of a prolonged civil conflict and generating hard currency through licensed coin programs administered largely from outside the country. This piece belongs to a wave of FIFA World Cup Germany 2006 issues that flooded the market in the years before the tournament, most produced by European minting houses on Liberian authority with no meaningful connection to the issuing state.
The "small issue" designation distinguishes it from a parallel higher-mintage release in the same series, though neither figure was independently audited.
