Palau has issued an extraordinary volume of themed commemorative silver since the 1990s, much of it produced by the Austrian Mint under contract and sold directly to the collector market — never intended for circulation and never achieving it. "Sobachi" refers to the Russian word for canine, placing this piece within a recurring animal-themed series marketed heavily toward Eastern European collectors.
