Liberia's late-1990s and early-2000s commemorative program was notoriously prolific — the country issued hundreds of collector-targeted pieces featuring foreign heads of state, celebrities, and historical figures with no meaningful connection to Liberia itself. These were produced almost entirely for the international novelty market, not domestic circulation, during a period when Liberia's own monetary infrastructure was severely disrupted by civil war.
