Somalia's late-1990s commemorative program was largely driven by foreign licensing arrangements — private minting interests, typically European, contracted with the Somali government-in-exile or transitional authorities to issue collector pieces under the Somali name while the country itself had no functioning central bank and no domestic minting capacity whatsoever. The X# prefix in Krause confirms this sits outside the regular national coinage sequence, classified among unofficial or privately-sanctioned issues.
Benigni had just won the Academy Award for Best Actor for *Life is Beautiful* in March 1999.
