Liberia made a cottage industry of commemorative issues in the 1990s and early 2000s, licensing its mint authority to produce coins with no connection to the country whatsoever — German reunification among them. The actual event occurred on October 3, 1990, when the German Democratic Republic formally acceded to the Federal Republic under Article 23 of the West German Basic Law, a mechanism that absorbed the East rather than merging two equal states.
