Palau has operated as a prolific producer of collector-focused legal tender since the 1990s, licensing its monetary authority to foreign mints — in this case almost certainly the Coin Invest Trust (CIT) operation in Liechtenstein, which has manufactured the majority of Palau's numismatic output.
