Liberia's central bank became prolific in the 1990s producing foreign-market commemoratives with no meaningful domestic circulation — coins struck essentially as collectibles for the international novelty market, timed to capitalize on demand following Diana's death in August 1997. KM#459 is one of dozens of such issues from this period, with Liberia serving as a convenient issuing authority precisely because its regulatory environment imposed few restrictions on such arrangements.
