Liberia produced a flood of commemorative copper-nickel issues through the 1990s, most licensed through third-party marketing firms rather than driven by any domestic monetary need. This piece, struck following Diana's death in August 1997, belongs to that wave — produced for the collector market and almost certainly never circulated in Liberia itself. The Royal Mint had no involvement.
