The Pobjoy Mint and several others churned out Diana-themed issues across dozens of client nations in 1997, particularly following her death in August of that year — meaning many "commemoratives" nominally honoring earlier events were actually rushed to market as memorial pieces.
KM#454 was never intended for Liberian commerce.
