Liberia's Central Bank produced a long-running series of portrait coins in the early 2000s commemorating foreign heads of state — a practice that had little to do with domestic monetary policy and everything to do with the international novelty collector market. These pieces were struck for export and sale, not circulation, and the Liberian franc was not legal tender in any practical sense at the time of issue.
