Palau's marine-themed silver program, running through the mid-2000s, was issued under licensing arrangements that effectively outsourced both design and distribution to European numismatic marketing firms — the coins were legal tender in Palau but were never intended to, and never did, circulate there. This is the second pearl oyster issue in that series, distinguished from the 2004 predecessor by subtle design revisions driven by distributor feedback rather than any numismatic or monetary consideration.
